Ouline of institutions and legal framework; analysis of asylum policies and reform proposals, the so-called Weil report, that have been transposed into draft legislation. The report concludes that the Weil report as well as the draft legislation do not adequately address the problems identified by Human Rights Watch (access to the asylum procedure, procedural rights and interpretation of the Geneva Convention).
