"European Union Citizenship, created at Maastricht, was an ill concieved and badly executed attempt to conceal rather than address the real democratic difficulties that the EU faces. The limited rights to which it gives access and the exclusion of Europe's long term residents from countries outside the EU ensured that Union Citizenship could not achieve the objectives ascribed to it - to tackle the EU's democratic deficit and foster the public sense of identity with the Union."
