Places the issue of 1992 and black peoples' rights within the context of recolonisation of the third world by the west. Argues immigration controls are linked to the need for cheep third world migrant labour. Sees a failure of institutional agencies set up to provide assistance to black people as failing to recognise this and argues that it is the black communities of resistance and survival networks which are emerging as the new political force.
