"By 1914 genuine parliamentary government had been forestalled and executive power placed in the ascendant. The central themes of this book pursue the consolidation of that change and its consequences: the progressive elimination of the capacity of the legislature to check or monitor the activities of the excutive; the growth (though far from continuous) of prime-ministerial monarchy; the `politicization' of senior civil servants and their increasing effectiveness in contrast to most Members of Parliament; increasing authoritarianism and secretiveness, leaving the excutive more open to pressure from interests overseas than the electorate.
