This book argues that the conventional wisdom informing the policing of public events is one of paramilitarism. It is argued that police impartiality is chimerical and policing by consent is a viewpoint that does not include the consent of the routinely policed. Evidence is drawn from analysis of public disorder events and a comparitive look at similar work in the US and Australia.
