The report concludes: "We believe that our proposals would substantially increase the recognition by the criminal justice process of the rights of victims of crime. One of the touchstones for progress in criminal justice between now and the end of the century will be the extent to which agencies can continue to improve their treatments of victims and recognition of victims rights, in ways which are consistent with fairness and justice for those accused and convicted of criminal offences."
