This report reviews the human rights issues in Northern Ireland including collusion, shoot-to-kill, strip searching, use of plastic bullets, powers under the PTA, the Diplock courts, the abolition of the right to silence, the Criminal Justice and Public Order Act and the lack of accountability of the security services. Argues that the peace process must result in an improvement in human rights and, as a starting point, includes a declaration on Human Rights for Northern Ireland.
