All county councils have an obligation, under the Civil Defence (Planning) Regulations 1974, to plan for war. The Emergency (War) Planning function is largely one of co-ordination. It links local authorities with the police, military and Home Office. This pamphlet explains what our County Councils are doing about the next war.
